Attempting to register an Enforcer appliance to the SEPM gives HTTP return code 501 "Not Implemented"

With Symantec Network Access Control (SNAC) 12.1, attempting to register a Symantec Enforcer appliance to the Symantec Endpoint Protection Manager (SEPM) console fails. In the user log on the Enforcer the HTTP 501 "Not Implemented" return code can be seen.
The SNAC license is missing from the SEPM console. Verify if the file snac.xml exists in the tomcat\etc\license subfolder of where the SEPM is installed. Without this file in place the SNAC components of the console will be disabled, and Enforcers will be blocked from registering. The file is present in the SEPM installation folder on the SNAC CD, and will be added to the SEPM console if setup.exe is launched from this folder.
