V11 upgrader fails when %WINDIR% is not in default c:\windows

Upgrading an environment where the System is not stored within the C:\Windows directory but in another directory, such as C:\WINNT will cause the upgrade to fail and you could see this upgrade error: "Failed to move new JRE into place".
The upgrader uses XCOPY to place the files, and fails if XCOPY isn’t in the expected C:\Windows directory.
1) Create c:\windows\system32 directory and copy the xcopy.exe in there (run %windir% to find the windows installation directory)
If the previous upgrade failed and another one is performed, you could get an error related to the wrong version of the upgrade. Some cases have been observed where the upgrade process changes the \Vontu\Protect\monitor.ver file before the detection server has been completely upgraded. For example, in some instances, the wizard reports that the patch file could not be transferred to the detection server, although the transfer actually completed and the upgrader was run (and in many cases succeeded).
Before performing another upgrade, you need to modify the \Vontu\Protect\monitor.ver file with the correct version.

If the local upgrader detects that the monitor.ver file already shows the newer version, it skips to the final screen without taking any action. Verify whether the upgrade has actually completed by reviewing the installation.log file. This file is in the .install4j folder, which is under the \Vontu\Protect\updates\update-id-xxxxxxxxxxx\ folder whose modification timestamp corresponds to the time when you ran the upgrade wizard. If this log file ends with the word "Finishing," the wizard-based upgrade has already completed successfully.
