This question comes up with larger customers who have DBA staff and a very clear separation of duties where DBAs handle all things database (including the creation and installation of the schema) and the application merely uses what has been created for it.
At this time, the database schema is created by the application installer; it is a part of the installation process that can not be separated out. Currently, no schema creations scripts are provided apart from the application installer. The upgrader process is similarly bundled such that no schema upgrade script is available.
