Upgrade agent to 11.1.x or 11.6.x fails by minor version upgrade procedure

Agent upgrade to 11.1 or 11.1.x was attempted using the instructions from "11.1 Upgrade Guide". Also, agent upgrade to 11.6, for example from 11.5.1 to 11.6 using the "11.6 Upgrade Guide" failed. The agent was never upgraded.
Although it is described as a minor upgrade in the '11.6 Upgrade Guide' "...upgrading from 11.0 to 11.6 is a major upgrade..."
The reason is because a new tamper-proofing function was introduced at 11.6 as described in '11.6 Release Notes' "Symantec Data Loss Prevention introduces improved tamper-proofing capabilities for Endpoint computers. A user cannot stop the Symantec DLP Agent", 11.6 agent is treated as a major release. It has a new product ID as well.
Similary, 11.1 has a new product ID, this is treated as a major upgrade. If upgrade is attempted over 11.1 or 11.6 (i.e. from 11.0 to 11.1.2, from 11.0 to 11.6, from 11.1.2 to 11.6 etc.), minor upgrade command procedure fails to upgrade the agent.
Please perform a major version upgrade procedure that is described in a '11.6 Upgrade Guide' (that is, using a command; > msiexec /i AgentInstall.msi /q UNINSTALLPASSWORDKEY=""
Since 11.6.1 the upgrade_agent.bat script was rectified as above.
