EPM ("Enable Enhanced Protected Mode") is selected in Windows Internet Options, Advanced, Security.
The SEP client has been updated from Symantec's LiveUpdate site or via manually downloaded Intelligent Updater.

This has been reported in Internet Explorer 11, Windows 8.1, with SEP 12.1 installed.
