This issue occurs if the Client installed on C drive and the Notification server installed on different drive. System look for the path c:\program files\Notification server\NSCap\Bin if the client agent is installed on C Drive.
Either re-install client agent of the drive where Notification server installed or as a workaround temporarily add a path to C:\program files\Altiris to C:\program files\Altiris\Notification Server\NSCap\Bin" this will resolve the issue remember once extract SSL policy run successfully please remove this path as it will cause issues.
