ServiceDeskSettings show the list of priorities, however, in the ruleset configuration priority drop-down list appears empty.
ServiceDeskSettings InstanceName was set to other than 'Default' value. When Priority drop-down list is loaded, 'Default' InstanceName is queried, and in this case no results were being returned for 'Default' value.
