Customer cannot connect Windows 2012 server to the manager after upgrading agent to 6.5 version.

Customer sees Curl Errors on SDCS 6.5 showing error in the SISIPSService.log

Curl Error: CURLE_SSL_CONNECT_ERROR. Your target port may be pointing to an IIS Server and not the SDCSS Mgmt Server

Wireshark shows SSL TLS Error: ILLEGAL PARAMETERS

The java.security file has the wrong key store order for security provider. 
 

Please contact support and be ready to supply a copy of the java.security file located in the %server install path%/server/jre/lib/security folder.  Support will have to check the file to check for any errors in the providers list.
