This issue has been reported to Symantec Development team. A fix should be available in the next major release.
Workaround# 1: Rollback to the previous version/s (like 12.1.6 MP1a) and add the 'SAV64.info' file for WIN64 and 'SAV32.info' file of 12.1.6 MP5 version using the add client package option and then upgrade the SEPM to 12.1.6 MP5 version.
Workaround# 2: Rollback to the previous version (like 12.1.6 MP1a) and upgrade the SEPM Server to 12.1.6 MP4 and check whether the packages appear properly and then upgrade to 12.1.6 MP5 version.
Workaround# 3: Use the single exe client 32 and 64 bit packages of 12.1.6 MP5 version from the test lab and deploy them using the 'ClientRemote.exe' tool to upgrade the existing clients to the latest version.
