This issue was determined to be a deadlock related to version 10 of the Behavioral Analysis And Security Heuristics (BASH) driver. A memory dump analysis shows a large number of locked bhdrvx64.sys threads in a deadly embrace with a resource in the registry sub system (showing a shared resource nt!CmpRegistryLock), with a stack text similar to the following:
