You recently upgraded to SCU 2016-1 or 2016-2 and are now unable to generate any reports - the reports keep coming back suggesting there is "No data available to generate report" when opening the report.

There is no error message in the GUI other than "No data available to generate report" when opening the report.The C-E-R jobs run without error nor does the Reporting Database Synchronization Job report any errors.
However and specific to this problem, running the following query of the CSM_Reports database:
select batchID, xmltype,ErrorMessage,execdt from ImportError order by execdt
returns something similar to this error message:
Queue Message: End:AD26F9EF-91D1-4AD1-8D0C-994CB153EF91 ERROR: The statement terminated. The maximum recursion 100 has been exhausted before statement completion.
In some cases the Reporting Database Synchronization Job may appear to have completed properly but due to a recursion error actually finished without fully synchronizing the database resulting in new evaluation data not being displayed in reports. This issue is caused by an bug in stored procedure: spProcessHierarchyRelationshipChangesForLoad.
Apply SCU 2016-3 (due end of January 2017) - the fix has been merged into this SCU.
Alternatively, apply Quick Fix 10523 to resolve the problem, now a parent child database relationship causing the condition has been resolved and reports contain the latest evaluation data.
In order to obtain QF10523 please contact you local technical support representative and refer to this technote. The QF contains an updated stored procedure and also requires you to reset the ExtractionIncrementDates in the CSM_Reports database to the date just before the SCU (2016-1 or 2016-2) was installed. The ExtractionIncrementDates need to be reset in order to trigger the Reporting Database Synchronization job to synchronize all data again since the issue was introduced.
