This error occurs when the VIP Access mobile application cannot connect to Symantec to complete the initial activation process.
Ensure the user has access to an unrestricted data connection. If connected to a Wi-Fi connection, turn Wi-Fi off and connect to the mobile data connection. Re-launch the application and navigate through the activation process again. If the issue persists, uninstall VIP Access, restart the device, and attempt the installation again.
