Review the sesc_verbose_install.log looking for the following information:

Symantec Email Submission Client creates a security group SESC Admins within the local machines Administrators group. If the Administrators group is not named exactly "Administrators" the SESC Admins group will not be created and the installation will fail to complete.
Due to the local Groups requirement to be named "Administrators" only versions of Windows that natively utilize the spelling "Administrators" will work by default.
As a work-around you can rename the Local Administrators group to be named "Administrators".
Open the MMC (start>run MMC)
File> Add/Remove Snap-in
Select Local Users and Groups, click Add>, Click OK
On the "Choose Target Machine" windows ensure "Local Compuer" is selected then click Finish.
Click OK to load the snap-in.
On the right, expand Local Users and Groups (local), then select Groups
Right-click the group named "Administrators" (May be language specific) and rename it to the english spelling "Administrators"
Once the above steps are complete install SESC.
