Protection Engine install fails with error code 1721

Issue/Introduction
When installing Symantec Protection Engine (SPE) to a custom file path, the installer fails with the following error message:
"Error code 1721. There is a problem with this Windows Installer Package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: UpdateLogDirPath, location: <drive>:\...\" configuration.xml"
"Error code 1721. There is a problem with this Windows Installer Package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: UpdateLogDirPath, location: <drive>:\...\" configuration.xml"
Cause
A file called "Program" is located at the root of the target drive. This interferes with executing some commands required by the installer.
Resolution
Move, rename or delete the file called "Program" from the root of the drive and rerun the installer for SPE.
