Because Reporter needs to receive and process logs from all over the world, you need a central point of reference so all data is injected into the database in the order in which they happened. GMT is chosen as the reference point. Reporter re-calculates and stores all time as GMT time. For example, what happens if you receive two events that happen at the same GMT time but are logged at EDT and PDT? These two events will be recorded and displayed as GMT. The local time of the Reporter server is never used as a reference point to calculate data in the logs but time is always displayed as local time.
For obvious reasons if the ProxySG has the wrong time and/or timezone set, Reporter will still calculate the time into GMT and record it.
