Error when configuring Control Compliance Suite Vulnerability Manager v12.x on domain controller

Error encountered during the configuration of a newly installed Control Compliance Suite Vulnerability Manager (CCS-VM) 12.x on a domain controller machine.
Dialogue box appears while using the CCS-VM Configuration Wizard with the following error:
"An error has occurred during the configuration. Please review the error information below to correct the issue and re-run the configuration utility."
"An error occurred during the configuration. An error occurred assigning the correct account rights to the user account for IUser_REM. Please verify you have permission to assign rights to user accounts."
CCS-VM 12.x installation on Domain Controllers is not supported.
The Symantec CCS-VM Installation Guide indicates that installation of CCS-VM on a Domain Controller is not supported. The error being encountered is due to this issue.
Excerpt from Requirements table in CCS-VM installation guide:
Installation on Domain Controllers or Small Business Servers is not supported. Google Chrome 42 or higher does not support Microsoft Silverlight.
