Endpoint Protection Cloud installer errors "A problem has occurred that needs your attention" and "Install did not finish"

When installing Symantec Endpoint Protection Cloud (SEPC) software on a Windows machine, the installer fails and rolls back.
Installer Dialog Errors
"A problem has occurred that needs your attention: Symantec Installer cannot be installed because you have another version of Symantec Installer installed. Remove the existing verison, restart your computer and run this installer again."
"Install did not finish. A cleanup was performed on your computer to complete the installation. Click Restart Now and try again (recommended)."
error code 0x80070020 may be present
Possible Logging Errors
There may be different errors that cause the visible failures above.
NOTE: On Windows 10, some users have successfully gotten around this error just by removing the MDM (mobile device management) profile, then running Norton Removal Tool (NRT), rebooting, and trying the enrollment again.
To execute these steps go to : Windows Settings > Accounts > access work or school OR
start button > type "work or school" and click "connect to work or school"
