Can't stream application: Unable to locate shortcut information for this package

A particular user can no longer stream applications and receives popup messages when attempting to do so.
Popup message when attempting to launch the streamed application:
Unable to locate shortcut information for this package. Please make sure the virtualized package is active. If the virtualized layer has been deleted from outside of Symantec Workspace Streaming Agent you many need to reinstall this package.
MgrLogs show the following errors and warning:
ERROR  Management,SessionDB::getSession(handle)#163| Could not find session in session DB. session handle: 0
ERROR  AppInstallation,SvsInterface::isPassableActivateError#1001| Unable to activate layer GUIDGUID-GUID-GUID-GUID-GUIDGUIDGUID, error: 1040
WARN  SvsInterface,SvsManager::getLayer#1438| Unable to map AppGuid to FSL guid for package GUIDGUID-GUID-GUID-GUID-GUIDGUIDGUID
Unknown, exit code 1040 is a generic code and can mean that something bad happenend when reading/writing to the registry.
In one situation the problem was resolved by recreating the profile for the user experiencing the problem.
