Activity Center comes up to a blank page.
There are no errors in the NS logs.
There had recently been a partial install of a solution that needed to be fixed.

There is corruption in .net. This can be verified by trying to access the following pages from the Notification Server directly:
If these pages return an http error 404.17, the issue is most likely corruption in .net.
