VIP PUSH notification not sent to a mobile device.

PUSH notifications are not sent to a mobile device for 60 minutes, then begin sending again. The credential shows a temporary locked in VIP Manager.
PUSH is enabled in a VIP account under the Policies tab in VIP Manager. VIP Access mobile is installed and the credential is registered to a user in VIP Manager. The credential shows a PUSH enabled.

When the token has been locked by the PUSH process, it will show as TEMPORARY LOCKED in VIP Manager. Changing the state to UNLOCKED will not reset the 60-minute lockout time
The PUSH lockout was designed to prevent PUSH spamming.
Currently, there is no way to disable this feature or change its lockout time or increments before push lock.
The PUSH lock will engage after 5 consecutive failured PUSH attempts, and will remain locked for 1 hour after the last PUSH attempt. Consecutive failures can be caused by ignored or denied push attempts. For example, 5 pushes are:
