Access denied when trying to edit or create C-E-R job in Control Compliance Suite

When logged in with a user who is either the CCS Service Account or a user in the CCS_Admins role you get "Access Denied" errors when trying to edit or create a CER job.
CCS 11.5 console that has been upgraded to 11.5.2

This behavior seems to occur randomly when upgrading the 11.5 console to 11.5.2. In some cases dll's are not updated or missing after the 11.5.2 upgrade however no errors are displayed during the upgrade process.
To resolve this issue, uninstall the CCS console, then browse to C:\Program Files (x86)\Symantec\CCS\Reporting and Analytics\WebPortal\Console on the Appserver and reinstall the 11.5.2 console. After doing this all DLL's should be updated and you should now be able to modify or create C-E-R jobs with no errors.
