BUG REPORT: Endpoint Encryption Management Server upgrade halts if "Computer Browser" service is running on the Domain Controller

When upgrading the Symantec Endpoint Encryption Management Server to a version 11.1.1 or above, if the "Computer Browser" service is "Running" on the Domain Controller, the upgrade will freeze on the "Database Access" page of the installer. Clicking "Next" does not go to the next page.
Occurs when upgrading the Symantec Endpoint Encryption Management Server to version 11.1.1 or above.
The "Computer Browser" service is in the "Running" state on the Domain Controller.
No Error messages seen.
Installer freezes, and only cancel button shows any action taking place.
Symantec Corporation is committed to product quality and satisfied customers. This issue is currently being considered by Symantec Corporation to be addressed in a forthcoming version or Maintenance Pack of the product. Please be sure to refer back to this document periodically as any changes to the status of the issue will be reflected here.
The following are known temporary workarounds for the issue until the version/maintenance pack is released:
Uninstall the Management Server (leaving the database intact), then reinstall.
This issue only affects upgrades, not fresh installs.
With the database intact, you can install the new version as new, and connect to the existing database.
Temporarily disable the "Computer Browser" service on the Domain Controller
The service can be turned back on once installed.
