Adobe removed the URLs originally released in this Software Bulletin for APSB17-32 for it was Superseded by APSB17-36 by Adobe on 11/14/17 which updated Flash Software.
Resolved in PMImport v7.2.104 released on 11/17/17.
Run Import Patch Data for Windows (PMImport) to receive the fix.
