Symantec Unified Management Console (UMC) does not load in evaluation environment

Issue/Introduction
With Symantec Data Center Security (DCS) installed in evaluation mode the UMC login Page no longer loads.
Cause
The SQL Browser Service is disabled
Resolution
The SQL Server Browser Service must be running since the evaluation install references the database by instance name.
If there is a reason keeping the SQL Server Browser running is not possible you can set the SQL Instance to use a static port.
Then you must adjust the DCS configuratoin so that the DCS Manager connects to the port instead of the Instance Name.
