Servicedesk Email Notifications are Rendered in Asian Characters

After upgrading ServiceDesk from 8.0 HF6 to 8.1 RU2, email notifications are no longer rendered in English but in Asian chanracters instead.

The outbound email encoding was configured for UTF-16, and industry standard encoding is UTF-8
This will be formally resolved in an upcoming release update for 8.1. To workaround the issue, you can perform the following steps:
1. Backup the Servicedesk server
2. Download the a revised version of the file "Symantec.workflow.rulesengine.dll" , from https://symantec.box.com/s/mii5579kp8tnwov6nnr15ykhru798ac6 3. Locate the file named "Symantec.workflow.rulesengine.dll" in ...\Program Files\Symantec\Workflow\Shared\logicbaselib. Copy that file as a backup to a different location. 4. Rename the newly downloaded file to "Symantec.workflow.rulesengine.dll" and copy the the above location. 5. Restart the Symantec Workflow Service, and IIS, and test the results.
