VIP Client Authentication certificates created by VIP Manager use SHA1 encryption

When creating a Client Auth certificate from VIP Manager, the certificate uses SHA1 encryption.
This is a client auth certificate. The actual SSL encryption is determined by the API end-points. All end-points use SHA-256 encyption as of August 8th, 2016. Client auth certificates will migrate sometime thereafter.
