1. During the DLP version  GA to version MPx upgrade, the EnforceServerBasePatch.msp was applied after the EnforceServer.msp was applied.

2. During the DLP version MPx to version MPx+1 upgrade, the EnforceServerBasePatch.msp was re-applied even though it was already applied from the application of MPx

3. During the DLP version GA to version MPx+1 upgrade, the EnforceServerBasePatch.msp was applied after the EnforceServer.msp was applied.

When trying to access Enforce UI, EULA screen is looping after being properly filled out.

Still Under investigation 

Navigate to C:\ProgramData\Symantec\Data Loss Prevention\Enforce Server\15.1\EULA\accepted and delete the eula_en_US.txt file that exists. Restart browser and fill in EULA fields and accept agreement.
