Emails from a particular sender blocked with 553-Sorry, your email address has been blacklisted but sender is not blacklisted

Emails from a sender are blocked by the Anti-Spam service but the sender domain/address/IP is not found in the Blocked Senders list in Anti-Spam settings.
553-Sorry, your email address has been blacklisted
There are multiple reasons for the entry missing from the Global Blocked Sender list under Services>Anti-Spam > Blocked Senders:
The entry might have been recently removed and the change is still propagating through the infrastructure.
The User-Level Approved/Blocked Sender list has been enabled. This can be checked by Navigating to Services>Anti-Spam> Select “Recipient domain” on the drop-down box > List Management tab. Type the recipient address to display their User-Level list.
If the sending email address or sender domain is found in List Management, the entry needs to be removed from the User-Level Approved/Blocked Sender list to continue receiving emails from sender. For all changes made to the portal, please allow up to an hour for propagation.
If the sender is not found in the Global or User-Level Blocked Sender list, please wait for the change to propagate.
After propagation time has passed, if emails from sender still get blocked with the same error, please contact Technical Support.
