Missing file during ITMS upgrade - ServiceDesk_ToDelete

During the upgrade process you run into a critical error where we could not find the file ServiceDesk_ToDelete.config when trying to upgrade.
To fix this issue, drop in the attached ServiceDesk_ToDelete.config into \Program Files\Altiris\ServiceDesk\Config folder then reconfigure your installation using SIM (Symantec Installation Manager). This will allow you to get by this error and install the product successfully.
