Driver.manifest.txt fails to download in some select sites

Issue/Introduction
Customer runs a deploy image task with DeployAnywhere selected but it fails because the driversmanifest.txt file isn't downloaded.
The log shows that driversmanifest.txt isn't downloaded.
Environment
DS 8.x
Cause
Agent throttling and blockouts are preventing the file from being downloaded.
Resolution
Throttling and blockouts have been disabled in automation. This fix is available in DS 8.1 post hf7 cumulative pointfix and in 8.5 RU2
