After upgrading from Small Business Edition to Endpoint Protection Cloud Firewall rules no longer work as expected

After upgrading from Endpoint Protection Small Business Edition Cloud (SEP SBE Cloud) to Endpoint Protection Cloud (SEPC) Firewall rules in the Security Policy no longer seem to work as expected. Custom Firewall Rules no longer take precedence over Default Firewall Rules as expected.
File Sharing (NetBIOS) and ping (ICMP) are often impacted.
We have identified a flaw in the way Firewall Rules are migrated from SBE Cloud to SEPC
Our Engineering team is investigating the issue, but in the meantime as a workaround partners and customers can create a new Security Policy (Note: Do not duplicate the migrated Security Policy as it will have the same issue) and recreate the same firewall rules and scanning exclusions and apply them to the desired groups in the environment
