Endpoint Protection 15 clients are not updating content.

After installing Symantec Endpoint Protection (SEP) 15 clients with an exported install package, clients are not able to update content. Running LiveUpdate manually results in 0 updates found and the message "Skipping some content downloads due to expired license". Help > Troubleshooting > License Entitlement is blank on the client.
