PGP Viewer does work with, for example, Outlook 2016 MSO (16.0.4266.1003) 32-bit but does not work with more recent releases such as Outlook 2016 MSO (16.0.11328.20220) 32-bit or Outlook for Office 365 MSO (16.0.10730.20264) 32-bit.

This issue is currently being considered by Symantec Corporation to be addressed in a forthcoming version or Maintenance Pack of the product. Please be sure to refer back to this document periodically as any changes to the status of the issue will be reflected here.
To workaround the issue, please do the following.
If the encrypted message has an attachment named Message.pgp it is a PGP/MIME encoded message. Drag and drop the Message.pgp attachment to PGP Viewer in order to decrypt it.
If the body of the encrypted message begins with the following text then it is encrypted with PGP Partitioned encoding:

To decrypt a PGP Partitioned message:
Select all the text in the body of the message and copy it to the clipboard.
Create a new text file using Notepad.
Paste the text from the clipboard into the new text file.
Save the text file.
Drag and drop the text file to the PGP Viewer window.
