Unable to copy a submitter ID from one control center to another control center.

Attempting to copy an existing Submitter ID from one Messaging Gateway (SMG) Control Center to another to allow multiple, independantly controlled scanners to use the same customer specific rules and submissions fails with an error message indicating that the "resource is not found". This prevents scanners controlled by different SMG Control Centers from using the same customer specific rules.
The resource is not found. Please ensure a submitter ID is valid or it is already registered.
This issue has been addresssed with the SMG 10.7 release.
