A Domain Membership/WINS Import Discovery was running and re-importing the computers.

Disable the Domain Membership/WINS Import Discovery. 

In the Symantec Management Console, go to Actions>Discover>Domain Membership/WINS Import.

Remove the domain listed in the "Domains to search" section. Uncheck any checked boxes, and then change the Schedule to "None".
