When opening Servicedesk (Processmanager), the opening page is not properly rendering all of the related CSS information to give the page its proper appearance. This occurred after moving the Servicedesk Application to a new server.

The server did not have the web server Static Content role service installed.
Open the Server Manager, and added the Static Content Role service added to the Web Server Common HTTP Features list.
