Why Does ICT Create Temp Files Named "RW-XXXXXX.pdf" When Creating PDFs from Office?

It is noticed that when saving Office documents, such as from Excel, as PDFs a file is created in the windows temp files. This file follows the naming RW-XXXXXX.pdf and shows up in the save dialog box. When the document is finished saving the correct name and PDF is in the place where saved.
Since ICT does not have a built in plug in for PDF documents, ICT has to create a temp PDF of the document first and classify it by other means. Once classified the originally intended document should be saved and the RW file removed.
If the RW file remains in the temp directory and is not deleted take a Process Monitor Capture and provide the results to support.
