• Block uploads from documentcloud.adobe.com but still allow downloads

To block uploads, but not downloads, create a new rule in the VPM web access layer with the action set to Deny.

• Under Destination, right click the rule and select Set
• Under New, select Combined Destination object
• From the Combined Destination Object window, select New and Request URL
• In the Add Request URL Object window the pops up select Simple Match, and enter dc-api.adobe.io in the URL. Click Add
• From the Combined Destination Object window, find the Request URL object and click the Add button by the top box
• From the Combined Destination Object window, select New and Request URL
• In the Add Request URL Object window the pops up select Regular Expression, and enter "folders/root" in the text box Click Add
• From the Combined Destination Object window, find the Request URL object and click the Add button by the bottom box

The result should look like the following picture:

• From here, Click OK, and use this object as your destination object
• Install Policy

The behavior this will provide is that if you click Upload, it will open the box and allow you to select a file. Once you have a the file, and close out the popup, you will get a network error and the upload will fail.
