After an user account is created in the Hosted Endpoint Protection Manager (HEPM) at hostedendpoint.spn.com they are unable to login.
Email address is not associated with any symantec account.

The user does not have a Norton Secure Login (NSL) account created. NSL is the SSO provider for Endpoint Protection Small Business Edition cloud (SEP SBE cloud)
Create an NSL account for the user at login.symantec.com
If the NSL account has already been created try the following steps:
Re-send the activation email using the following link: https://hostedendpoint.spn.com/signonactivation.aspx?resend=1.
Once you have the activation email, COPY, do NOT click, the link in the email.
Open a browser in private mode (e.g. Incognito mode) and paste the link into a new tab.
Attempt to register.
If the page indicates an account already exists, click the link to reset the password.
Once they have the password reset email, COPY, do NOT click, the link in the email.
Paste the link into a new tab in the private mode browser window.
Complete the reset and log in.
