The cause of this problem is that Symantec Mail Security for Microsoft Exchange cannot process the virus definitions.
Upgrade to SMSMSE 6.5.1 or later.
If an upgrade to 6.5.1 or later is not possible attempt one of the following workarounds.
In a few cases, rebooting the server has fixed the problem. This is true if one of the system requirements as recently been installed or updated, Microsoft Data Access Components (MDAC) for example, and have not yet performed a reboot.
Attempt to fix the issue by uninstalling and reinstalling SMSMSE.
Open SMSMSE console.
Click File > Export. to export your current SMSMSE settings.
Click Start > Settings > Control Panel > Add/remove Programs (Programs and Features in Windows Server 2008) to remove SMSMSE.
Make sure that removing SMSMSE also removed the following folders:
C:\Program Files\Symantec\SMSMSE Note: Quarantined files are stored in the C:\Program Files\Symantec\SMSMSE\<version>
\server\quarantine folder. If there are quarantined files that you want to save be sure to move them to another location before deleting the folder.
For Windows 2003: C:\Program Files\Common Files\Symantec Shared\definitions
For Windows 2008: C:\ProgramData\Symantec\Definitions
Confirm that the virus definitions date is now current.
Click File > Import to import the SMSMSE settings you saved previously.
If the version of SMSMSE is already 6.5.1 or above, please consider
TECH158723 as the behaviour has also been observed along side other stated symptoms.
