Open the Control Panel: (On 64-bit systems use Control Panel > View x86 Control Panel Icons)
Double-click Symantec LiveUpdate.
Open the tab HTTP.
Select "I want to customize my HTTP settings for LiveUpdate".
Enter the IP address and HTTP port of your Proxy or Firewall.Apply the changes and close Symantec LiveUpdate.
If your Firewall or Proxy does not require authenticaton, LiveUpdate should now run when scheduled as well.
The issue could also be related to Windows 2008 firewall:
Open Windows Firewall
Select the Exceptions tab within Windows Firewall.
Click add Exception.
Exclude LuCommServer3-3.exe: Located at: C:\Program Files (x86)\Symantec\LiveUpdate\
Or it could be cache corruption:
Set both HTTP and FTP to use Internet Option for proxy and hit apply on each
Set both HTTP and FTP back to my system does not use a proxy and hit apply on each
